To be honest, I do not think it is easy to describe the function of what we call “the witness”. Well, in one way, it is easy.
Try this: You think of something, This something can be either something that gives you a pleasant feeling in your body, or unpleasant. In this case, it does not matter.
So, what is your thought, it can be anything. Let us say that you are thinking of a holiday that you have planned. And let us say that the feeling it gives you is pleasant. At the same time as you are thinking and feeling you also know, that you are thinking. You are aware. This awareness or knowing of is in itself completely neutral.
This function of the mind, which is always there, always, but most og the time not in a conscious way, this knowing of or being aware, this neutral function is what we call the witness.
